City Council consideration of the Interlocal Agreement concerning the distribution of the 2020 Justice Assistance Grant award and accepting and appropriating the 2020 Local Edward Byrne Memorial Justice Assistance Grant.

RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Authorize the City Manager to sign and enter into an Interlocal Agreement Concerning Distribution of the 2020 Justice Assistance Grant Award.
b. Authorize the City Manager, City Attorney, and/or the Chief of Police to execute any required grant documents that are in compliance with the City Council’s actions hereunder.
c. Accept the U.S. Department of Justice 2020 Local Edward Byrne Memorial Justice Assistance Grant in the amount of $14,401, with ten-percent (10%) of the award, or $1,441, to be allocated to the City of Riverside as the grant’s Fiscal Agent, and three-percent (3%) of the remaining award (after the fiscal agent portion), or $389, designated for the National Incident-Based Reporting System (NIBRS).
d. Appropriate $12,960 from the U.S. Department of Justice Grant Fund 411 and increase the estimated revenue by the same amount to be received from the U.S. Department of Justice.

ANALYSIS:
In July 2020, the U.S. Department of Justice notified the City of Corona of its eligibility for a $14,401 award from the 2020 Local Edward Byrne Memorial Justice Assistance Grant (JAG) local formula grant. Local government award allocations are based on a jurisdiction’s proportion of the state’s 3-year violent crime average.
The grant’s mission is to assist state, local, and tribal efforts to prevent or reduce crime and violence. Funds received are to be used for local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, information systems for criminal justice, and criminal justice related research and evaluation activities that will improve or enhance law enforcement programs.
The City Council is recommended to authorize the City Manager to sign and enter into an Interlocal Agreement in coordination with eleven (11) other agencies within Riverside County, as the U.S. Department of Justice merged this group together for the funding application. The interlocal agreement is between the cities of: Beaumont, Corona, Desert Hot Springs, Hemet, Indio, Jurupa Valley, Lake Elsinore, Moreno Valley, Palm Springs, Perris, Riverside, and the County of Riverside. The City of Corona would receive funding as a reimbursement from the 2020 Local Edward Byrne Memorial JAG.
Of the $14,401 allocated to the City of Corona, ten-percent (10%) of the award, or $1,441 is designated to the City of Riverside as the grant’s Fiscal Agent, and three-percent (3%) of the award or $389, is designated to be utilized for the National Incident-Based Reporting System (NIBRS). By January 1, 2021, the Federal Bureau of Investigations (FBI) intends NIBRS to be the law enforcement crime data reporting standard for the nation. This money is to be used by state and local jurisdictions in working toward compliance to ensure data submission requirements will be met by the deadline and be NIBRS certified. The $389 NIBRS funding will be utilized by the Police Department to purchase a scanner that will digitize the NIBRS reports. The remaining $12,571 of funding will be utilized to purchase two interoperable handheld radios to be used by officers in the field, for a total of $12,960.
The 2020 Local Edward Byrne Memorial JAG project period will be from October 1, 2019 to September 30, 2023.

This item supports the City Strategic Plan goal to Promote Public Safety: Protect our Residents and Businesses (a). Ensure adequate funding for police and fire services.
FISCAL IMPACT:
Approval of the recommended actions will result in an appropriation and revenue increase of $12,960 in the U.S. Department of Justice Grant Fund 411. There is no local match requirement for this award. The 2020 Local Edward Byrne Memorial Justice Assistance Grant will reimburse the City for the following items:
2 - Interoperable Handheld Radios $12,571
1 - NIBRS Scanner 389
Total $12,960
Any unused budget will carry forward into Fiscal Year 2022.

ENVIRONMENTAL ANALYSIS:
