EXECUTIVE SUMMARY:

The City Council will consider a proposed appropriation of $65,000 from the Library Facilities and Collection Fee Fund to purchase books, audio-visual materials, and electronic resources to be added to various Public Library Collections.

Recommended action                     

That the City Council appropriate $65,000 from the Library Facilities and Collection Fee Fund 206 to purchase resources to expand the Corona Public Library’s various collections.

BACKGROUND & HISTORY:

Residential Development Impact Fees are established to offset the impact that new development has on a variety of City services.  Library Facilities and Collection Fee Funds are collected to augment the Library’s collection and are requested to supplement the General Funds allocated annually.

 

ANALYSIS:

Residential Development Impact Fees are applied to the digital and print collections of the Public Library and monies accumulated in the account are to be used solely to purchase and process library materials. These fees will be used to renew online resources accessible both in the library and from home with a Library card.  In addition, areas of the non-fiction collection will be augmented with these funds.

 

Assessed to offset the impact of development and related population growth, the Library reviews what has accumulated annually in this fund and requests this amount in conjunction with the annual budget approval process. 

 

The Corona Public Library currently holds 208,834 (1.2 per capita) items, which consist of printed and digital books, streaming media, and electronic research resources.  For public libraries, standards for collection size are 1.5 to 2.0 per capita.   

 

In addition to General Fund and Residential Impact Fees, the Library utilizes grant funding and donations to develop its collection of resources for the community.

 

COMMITTEE ACTION:

The Library Facilities and Collection Fee Fund request was presented to the Library Board of Trustees on May 24, 2021 and they were supportive of the request.

 

FINANCIAL IMPACT:

Approval of the recommended action will result in an appropriation of $65,000 from the available fund balance in the Library Facilities and Collection Fee Fund 206 to the Library Materials project (63900).

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  This action of appropriating $65,000 from the available fund balance in the Library Facilities and Collection Fee Fund 206 to the Library Materials project (63900) to purchase books, audio-visual materials, and electronic resources to be added to various Corona Public Library Collections does not impact the environment.  Therefore, no environment analysis is required.
