EXECUTIVE SUMMARY:
Award Notice Inviting Bids No. 21-069RH to Contract Sweeping Services, LLC, to perform City Wide Street Sweeping Services of streets, alleys, and City-owned parking lots throughout the City.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Award Notice Inviting Bids 21-069RH for City-Wide Street Sweeping Services to Contract Sweeping Services, LLC, of Milpitas, CA, the lowest responsive, responsible bidder, for $664,826, and waive any and all minor irregularities in the bidding document as submitted by said bidder.
b. Authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with Contract Sweeping Services, LLC, for $664,826 per fiscal year for the initial contract term ending June 30, 2024, with one optional three-year renewal.
c. Authorize the General Manager and City Attorney or their designees to negotiate and execute non-substantive extensions, change orders, and amendments up to 10% or $66,482.77 as authorized in Corona Municipal Code Section 3.08.060(J).
d. Authorize the Purchasing Manager to issue a purchase order to Contract Sweeping Services, LLC, of Milpitas, CA, for $664,826 per year for the initial contract term ending June 30, 2024, with one optional three-year renewal.

BACKGROUND & HISTORY:
The City has been performing street and City-owned parking lot sweeping services for more than three decades as a service to the community.
Street sweeping has become a Best Management Practice requirement of the National Pollutant Discharge Elimination System and Storm Water Pollution Prevention Plans established by the United States Environmental Protection Agency.
The City is required to meet the discharge (stormwater runoff) permit requirements as a co-permittee with the Riverside County Flood Control and Water Conservation District, which includes limiting the amount of dirt, trash, and debris that enters the storm drainage system from urban stormwater runoff, which is discharged into the Temescal Creek and the Santa Ana River.
The City is proactive in complying with this permit requirement by contracting for scheduled street and parking lot sweeping.
ANALYSIS:
On April 26, 2021, the City issued Notice Inviting Bids (NIB) 21-069RH to prospective firms through the City’s PlanetBids portal. The NIB was advertised pursuant to Corona Municipal Code (CMC) Section 3.08.110 non-public projects formal bidding procedure requirements. The City received three (3) bids by the submission date of May 24, 2021.
The scope of work consists of:
• Weekly street sweeping of 213.84 miles of commercial streets
• Biweekly street sweeping of 678.18 miles of residential streets
• Monthly street sweeping of 39.35 miles of alleys
• Monthly sweeping of the City-owned parking lots located in parks and City facilities.

Staff recommends that the City Council award the bid of $664,826 to Contract Sweeping Services, LLC, of Milpitas, CA, as the lowest responsive, responsible bidder for City-Wide Street Sweeping Services. All licenses for Contract Sweeping Services, LLC, have been reviewed and verified by City staff.
FINANCIAL IMPACT:
Funding for the recommended action is included in the Proposed Fiscal Year 2022 Operating Budget. Funding in future fiscal years will be recommended through the budget process.
ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Act (CEQA), which states that operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination, and is therefore exempt from CEQA. This action involves street sweeping of existing City streets. Therefore, no environmental analysis is required.
