EXECUTIVE SUMMARY:

The City of Riverside Office of Emergency Management requires that the City Council adopt a resolution to approve the Memorandum of Understanding for the Urban Areas Security Initiative Grant Program.  This program provides funding to assist Urban Areas in support of terrorism preparedness.

RECOMMENDED ACTION:

Recommended action

That the City Council adopt Resolution No. 2021-052 approving the Memorandum of Understanding with the City of Riverside Office of Emergency Management for the Urban Areas Security Initiative Grant Funding for Federal Fiscal Year 2020.

Body

BACKGROUND & HISTORY:

In June 2019, the Police Department applied for a grant from the State of California Office of Emergency Services through the City of Riverside for the Riverside Urban Areas Security Initiative Program to fund a video analytic program as a resource available to partner agencies within the region.    The Police Department application was approved, and the award letter was received in April 2021.

This program assists high-threat, high-density Urban Areas in efforts to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism using the Whole Community approach. The program is intended to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs in our region.

On May 19, 2021, the City Council accepted and approved the Fiscal Year 2020 Riverside Urban Areas Security Initiative Grant award from the State of California Office of Emergency Services and authorized an appropriation and estimated revenue increase of $72,000 from the unappropriated General Fund balance to be reimbursed from the City of Riverside (staff report included as Exhibit 2 for reference).  The Chief of Police was also authorized to execute all documents related to the Fiscal Year 2020 Riverside Urban Areas Security Initiative Grant.

ANALYSIS:

As the document requirements of this grant were being sent to the City of Riverside, it was discovered that a City Council adopted resolution was needed for the approval of the Memorandum of Understanding (MOU) for the 2020 Urban Areas Security Initiative (UASI) 2020 grant.  A resolution was not prepared by staff when City Council approved this item on May 19, 2021. A proposed resolution is attached for City Council consideration to fulfill this requirement.

The City Attorney has reviewed and approved as to form the proposed MOU.

FINANCIAL IMPACT:

There is no financial impact as the appropriation was already addressed on the May 19, 2021 staff report.

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is the adopting of a resolution and there is no possibility that adopting this resolution will have a significant effect on the environment.  Therefore, no environmental analysis is required.
