EXECUTIVE SUMMARY:
A wastewater lift station is a pumping station that moves wastewater from a lower elevation to a higher elevation. The Utility Department’s Sierra Del Oro Lift Station requires rehabilitation to ensure proper functionality and help extend the facility's useful life. As such, the City issued Notice Inviting Bids 21-071AS for the Sierra Del Oro Lift Station Coating Project, which includes removing the existing (failing) epoxy coating, inspection, and application of a new epoxy coating that meets the requirement of the Standard Specifications for Public Works Construction.
RECOMMENDED ACTION:
Recommended action
That the:
a. City Council award Notice Inviting Bids 21-071AS for the Sierra Del Oro Lift Station Coating Project to Sancon Technologies, Inc., the lowest responsive, responsible bidder, for the total not to exceed bid amount of $164,300, and waive any and all minor irregularities in the bidding document as submitted by the said bidder.
b. City Council authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with Sancon Technologies, Inc. for $164,300.
c. City Council authorize the General Manager and City Attorney, or their designees, to negotiate and execute non-substantive extensions, change orders, and amendments up to 10% of total contract cost or $16,430 as authorized by Corona Municipal Code Section 3.08.060(J).
d. City Council authorize the Purchasing Manager to issue a purchase order to Sancon Technologies, Inc. for $164,300.
e. City Council authorize an appropriation of $81,000 to the Capital Improvement Project titled Sierra Del Oro Lift Station Coating Project No. 73960 from the Water Reclamation Utility Fund 572.
f. Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:
The Utilities Department (UD) determined the need to rehabilitate the Sierra Del Oro (SDO) Lift Station on Palisades Drive north of Green River Road to improve the facility’s function and extend the structure's life.
The scope of work consists of the following:
• Removal of existing failing epoxy coating;
• Cleaning and surface preparation of wet well and lift station before coating;
• Rehabilitation of the 8’ diameter, 33’ deep sewer lift station interior wall with 125 mils two-part polyurethane epoxy to meet Standard Specifications for Public Works Construction (SSPWC) - Greenbook 2018, Part 5, Specification 502-5.3, Manhole and Structure Rehabilitation - Polyurethane and Epoxy Lining System requirements;
• Coating (following cleaning) of the concrete lid, steel access hatch, and wet wall cylinder (to bottom of the well);
• Thickness testing of coated areas; and
• Contractor-supplied sewer bypass (for the duration of the process).
ANALYSIS:
During the Fiscal Year 2021 budget process, the City Council approved $100,000 for the coating of the SDO Lift Station under Capital Improvement Project Number 73960. However, the UD requests an additional $81,000 from the Water Reclamation Utility Fund to complete the Project. The additional funds include a contingency of 10%. The added funds may be needed for any unforeseen field condition changes or increases in petroleum product (coating materials, transportation costs, etc.) pricing that can occur without any advance notification.
Notice Inviting Bids (NIB) 21-071AS was advertised in the Sentinel Weekly pursuant to Corona Municipal Code (CMC) 3.08.110 non-public projects formal bidding procedure requirements on May 18, 2021. The City received three responsive and responsible bids by the submission date of July 27, 2021, following the solicitation of nearly 250 contractors through PlanetBids.

Staff recommends that the City Council award the Agreement for the SDO Lift Station Coating Project to Sancon Technologies, Inc. for $164,300. All licenses and references have been reviewed and verified by City staff.
FINANCIAL IMPACT:
Partial funding for the recommended action in the amount of $100,000 is currently available in the Fiscal Year 2022 Capital Improvement Budget Project No. 73960. The UD requests to appropriate an additional $81,000 from the Water Reclamation Utility Fund 572 to complete the Project.

ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Act (CEQA), which states that operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination is exempt from CEQA. This action involves the coating of the SDO Lift Station; therefore, no environmental analysis is required.
