EXECUTIVE SUMMARY:

City Council consideration to award the bid and approve a Construction Contract with S&H Civilworks for the total bid amount of $549,671 for the Oak Avenue Street and Sidewalk Improvements Project. The Project will complete the missing street improvements on the west side of the roadway, which will include roadway widening, constructing new curb, gutter, ADA sidewalks, driveways, and adjusting driveway approaches between Bridgeport Road and Millbrook Road.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Adopt the Plans and Specifications for the Oak Avenue Street and Sidewalk Improvements from Bridgeport Road to Millbrook Road, Project No. 2019-04, Notice Inviting Bids (NIB) 22-004HC.

 

b.                     Award the bid to S&H Civilworks, the lowest responsive, responsible bidder, for the total bid amount of $549,671 and waive any and all minor irregularities in the bidding documents as submitted by said bidder.

 

c.                     Authorize the City Manager, or his designee, to execute the Construction Contract with S&H Civilworks in the amount of $549,671 and approve necessary change orders up to ten percent of the contract amount as authorized in Corona Municipal Code Section 3.08.050(H).

 

d.                     Authorize the Purchasing Manager to issue a Purchase Order to S&H Civilworks in the amount of $549,671 for the construction services.

BACKGROUND & HISTORY:

The Oak Avenue Street and Sidewalk Improvements Project addresses safety concerns regarding the missing ADA-compliant sidewalk on the west side of Oak Avenue and disruptions in pedestrian and vehicular traffic flow surrounding Benjamin Franklin Elementary School due to the narrowing of the paved travel way on Oak Avenue between Bridgeport Road and Millbrook Road. The Oak Avenue Street and Sidewalk Improvements from Bridgeport Road to Millbrook Road Project, Project No. 2019-04, will correct these deficiencies by constructing various street improvements within the project area of Oak Avenue. Improvements include widening the existing roadway and constructing a new curb and gutter, sidewalks, and driveways along the west side of Oak Avenue.

 

ANALYSIS:

The Oak Avenue Street and Sidewalk Improvements from Bridgeport Road to Millbrook Road Project includes widening the roadway and constructing curb and gutter, sidewalks, and driveways along the west side of Oak Avenue. The improved roadway will connect to the existing road, curb and gutter, and sidewalks on the north and south ends of the project area on Oak Avenue, per attached Exhibit “1.” 

 

The Plans and Specifications for this Project were completed and reviewed by City staff and are ready for adoption and award. The Plans and Specifications include one Bid Schedule.

 

As specified in the bid package, the City shall award the contract for the project to the lowest responsive, responsible bidder as determined from the lowest total for the summation of the Base Bid Schedule. As a part of the competitive bid by the lowest bidder, staff recommends the award of the Base Bid Schedule.

 

This Project was advertised for bids on July 14, 2021, per Corona Municipal Code and Public Contract Code requirements, and is ready for adoption and award. On August 23, 2021, seven (7) bids were received through the PlanetBids bidding service.

 

The lowest bid was determined by the total of the Bid Schedule.  The following is a summary of the bid results and the Engineer’s Estimate:

 

At this time, City staff recommends awarding the bid for the Base Bid Schedule.

 

Staff reviewed all bids received and recommends awarding the contract based on the Bid Schedule for a total contract amount of $549,671 to S&H Civilworks as the lowest responsive, responsible bidder.  All licenses and references for S&H Civilworks have been reviewed and verified by City staff, and all other documentation is in order.

 

City staff will perform the construction management, and a Contract Consultant will perform the inspection services.  Construction is tentatively scheduled to commence in October 2021, with completion anticipated by April 2022.

 

FINANCIAL IMPACT:

The estimated construction costs for this project are outlined as follows:

Staff recommends ten percent for the contingency to complete extra work when unforeseen changes are encountered.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15301(c) of the Guidelines for the California Environmental Quality Action (CEQA), which states that a project which consists of minor repairs and maintenance to existing facilities does not have a significant impact on the environment and is therefore exempt from CEQA. This action involves minor repairs, maintenance, and alteration of existing highways, streets, sidewalks, or similar features involving negligible or no expansion of use beyond that currently existing from the requirements of CEQA. A Notice of Exemption has been filed.
