EXECUTIVE SUMMARY:

The Utilities Department utilizes a corrosion and scale inhibitor chemical that keeps minerals in suspension, preventing cohesion to pumps and water pipes to reduce calcium build-up and extend the water infrastructure's life. As such, the City issued Notice Inviting Bids 22-012CA for corrosion and scale inhibitor to maintain the integrity of the water distribution system.

 

 

RECOMMENDED ACTION:

Recommended action                     

That the:

 

a.                     City Council award Notice Inviting Bids 22-012CA for corrosion and scale inhibitor to Brenntag Pacific, LLC of Santa Fe Springs, CA as the lowest responsive, responsible bidder for an initial 1-year contract ending June 30, 2022, with 4 optional 1-year renewals in the amount of $150,000 per fiscal year.

 

b.                     City Council authorize the City Manager, or his designee, to negotiate and execute non-substantive extensions, change orders, and amendments up to $15,000 or 10% as authorized in Corona Municipal Code Section 3.08.060(I).

 

c.                     City Council authorize the Purchasing Manager to issue a purchase order for the initial contract period ending June 30, 2022, with 4 optional 1-year extensions to Brenntag Pacific, LLC of Santa Fe Springs, CA, in the amount of $150,000.

 

d.                     Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

The Utilities Department (UD) utilizes a corrosion and scale inhibitor chemical at the Temescal Desalter.  Corrosion and scale inhibitor consists of a mixture of orthophosphate and polyphosphate compounds. Orthophosphates combine with calcium in water. Polyphosphates, in contrast, consist of many phosphate compounds linked together in a long chain of sodium or potassium ions. Polyphosphates separate naturally occurring minerals in the water, such as iron, manganese, and calcium. This keeps the minerals in a clear, soluble state rather than reacting with chlorine through oxidation.  Without corrosion and scale inhibitor, the UD’s pumps and infrastructure would be damaged due to the premature precipitation of minerals.

 

ANALYSIS:

On August 10, 2021, the Purchasing Division issued Notice Inviting Bids (NIB) 22-012CA - Corrosion and Scale Inhibitor. The NIB was advertised pursuant to Corona Municipal Code (CMC) Section 3.08.110 non-public projects formal bidding procedure requirements in the Sentinel Weekly and published on the City’s PlanetBids bidding portal. Forty firms registered with PlanetBids to provide Corrosion and Scale Inhibitor products were notified of the procurement opportunity.  Twenty-three firms, including 4 bid service companies, downloaded the NIB document. The City received 4 bids by the submission deadline of August 30, 2021.

 

 

Brenntag Pacific, LLC is the apparent low bidder for NIB 22-012CA. Amaya Solutions and Nalco Company’s bids were determined nonresponsive as both companies submitted bids for antiscalant chemicals used for membrane pretreatment rather than corrosion and scale inhibitor chemicals used for membrane post-treatment as required by NIB 22-012CA. 

 

Staff recommends the City Council approve the award and issue a purchase order for corrosion and scale inhibitor to Brenntag Pacific, LLC. in the amount of $150,000 per fiscal year for the initial contract period ending June 30, 2022, with 4 optional 1-year extensions.

 

FINANCIAL IMPACT:

Funding for the recommended action is included in the Fiscal Year 2022 Utilities Department Operating Budget. Funding in future fiscal years will be recommended through the budget process.

 

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Act (CEQA), which states that operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination is exempt from CEQA. Therefore, an environmental review is not required.
