Body
BACKGROUND & HISTORY:
The U.S. Department of Homeland Security Program Grant provides funding to assist states and local governments in enhancing and sustaining emergency management capabilities in preparing for all hazards. The sub-grant is administered through the California Office of Emergency Services in cooperation with the Riverside County Operational Area. This has historically been a reoccurring grant, and although it is not guaranteed, we anticipate receiving future allocations.
ANALYSIS:
The U.S. Department of Homeland Security allocates grant funding to local governments to assist in their efforts to prevent, protect against, mitigate, respond, and recover from potential terrorist attacks and other hazards. The Fire Department will utilize this grant funding to provide training, conduct exercises, and purchase equipment for the Hazardous Materials Response Team and the Community Emergency Response Team (CERT). This funding allows the City to offer its residents free CERT training. Funding will also be utilized for emergency management staffing and to improve overall emergency management capabilities.
FINANCIAL IMPACT:
An appropriation of $149,549 from the General Fund is requested for the Fiscal Year 2020 U.S. Department of Homeland Security Program Grant. The grant will be allocated to the following programs: FY20 CERT $19,549, FY20 Anti-Terrorism Approval Authority (ATTA) $63,000, and FY20 Countywide Hazardous Operations Group (CHOG) $67,000. The General Fund estimated revenue will be increased by $149,549 to reflect the approval of the grant funding.
