EXECUTIVE SUMMARY:

City Council consideration to award the bid and approve a Construction Contract with All American Asphalt for the total bid amount of $7,565,515. The Street Pavement Maintenance and Rehabilitation Project includes rehabilitation of approximately 66 lane-miles of local and major streets and includes Border Avenue, Aviation Drive and the Corona Airport Runway.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Adopt the Plans and Specifications for the Street Pavement Maintenance & Rehabilitation, Project No. 2020-04, Notice Inviting Bids (NIB) 22-010HC.

 

b.                     Award the bid to All American Asphalt, the lowest responsive, responsible bidder, for the total bid amount of $7,565,515 and waive any and all minor irregularities in the bidding documents as submitted by said bidder.

 

c.                     Authorize the City Manager, or his designee, to execute the Construction Contract with All American Asphalt in the amount of $7,565,515 and approve necessary change orders up to ten percent of the contract amount as authorized in Corona Municipal Code Section 3.08.050(H) for the contingency to complete extra work as needed.

 

d.                     Authorize the Purchasing Manager to issue a Purchase Order to All American Asphalt in the amount of $7,565,515 for the construction services.

 

e.                     Authorize a budgetary transfer of $90,000 from the Advanced Traffic Management System Phase III/Master Plan Project (71800) to the Annual Street Pavement Rehabilitation Project (69210) in the Street and Traffic Signals Fund 211.

 

f.                     Authorize a budgetary transfer of $243,420 from the Airport Facilities Improvements Project (69890) to the Annual Street Pavement Rehabilitation Project (69210) in the Airport Fund 275.

 

Body

BACKGROUND & HISTORY:

The Street Pavement Maintenance & Rehabilitation Project, No. 2020-04, includes the rehabilitation of local and major streets within the city. This Project is part of the Five-Year Pavement Rehabilitation Plan proposed by the City to preserve the existing pavement, extend the useful life of the asphalt, provide a smoother travel surface for motorists and pedestrians, and protect the pedestrians with ADA compliant improvements.

 

ANALYSIS:

The Street Pavement Maintenance and Rehabilitation Project includes rehabilitation of approximately 66 lane-miles of local and major streets. Completion of this Project will preserve the existing pavement, extend the useful life of the asphalt, provide a smoother travel surface for motorists and pedestrians, and protect the pedestrians with ADA compliant improvements.

 

The Plans and Specifications for this Project were completed and reviewed by City staff and are ready for adoption and award. The Plans and Specifications include twelve bid schedules, Base Bid Schedule A and Alternative Bid Schedules B, C, D, E, F, G, H, I, J, K, and L. Base Bid Schedule A pertains to the rehabilitation of various major and local residential streets within the project area and includes the rehabilitation of Border Avenue A map and listing of the streets in the project is included as Exhibit “1.”

 

Alternative Bid Schedules B, C, D, and I pertain to the rehabilitation of El Sobrante Road (from Magnolia Avenue to Quarry Street), California Avenue (from Rimpau Avenue to Pico Street), Pico Street (from California Avenue to Compton Avenue), Compton Avenue (from Pico Street to Ontario Avenue), Parkridge Avenue (from Cresta Road to Hidden Valley Parkway), and McKinley Avenue (from Griffin Way to the 91 West-bound ramps). These streets were chosen as alternatives to provide a selection of areas that could be included in the project if the budget allowed.

 

Alternative Bid Schedules E, F, G, H, K, and J correspond to the Corona Municipal Airport. These six alternatives include the rehabilitation of Aviation Drive (Alternative E & K), rehabilitation of the Corona Airport Taxiways and Transient Parking (Alternative F & G), and the rehabilitation of the Corona Airport Runway (Alternative H & J). Alternative Bid Schedules H (Corona Airport Runway) and K (Aviation Drive) are recommended to be included as part of the project due to the treatments providing a longer useful life of the asphalt for the Corona Municipal Airport by using an emulsified seal coat on the runway and installing geotextile fabric after grinding the existing pavement on Aviation Drive.

 

Alternative Bid Schedule L includes the installation of traffic signal fiber optic interconnect on Border Avenue from Via Santiago to Tenth Street. Since construction will already take place on Border Avenue (included in Base Bid Schedule A), it is recommended that Alternative Bid Schedule L be included as part of the project.

 

The following table lists the alternative bid schedules and their corresponding areas:

 

 

As specified in the bid package, the City shall award the contract for the project to the lowest responsive, responsible bidder as determined from the lowest total for the summation of the base bid Schedule A alone.  As a part of the competitive bid by the lowest bidder, staff recommends the award of Base Bid Schedule A and Alternative Bid Schedules H, K, and L as a part of the project.

 

This Project was advertised for bids on July 28, 2021, per Corona Municipal Code and Public Contract Code requirements, and is ready for adoption and award. On August 30, 2021, two bids were received through the PlanetBids bidding service.

 

The lowest bid was determined by the total of the Bid Schedule A.  The following is a summary of the bid results and the Engineer’s Estimate:

Additional streets were included in Alternative Bid Schedules B, C, D and I should bids come in lower than the Engineer’s estimate.  The results of the bid did not allow for the addition of these streets. They will be included in the base bid in the next street rehabilitation project if the budget allows.  Alternative Bid Schedules E, F, G, H, K and J were also included for various improvements at the airport at the request of the Community Services Director.  Per the airports budget and priorities, Alternatives H and K was selected for consideration at time.  Alternative Bid schedule L was included at the request of the Traffic Division to install traffic signal conduit from its available funding source.

 

At this time, City staff recommends awarding the bid for the Base Bid Schedule A, including Alternative Bid Schedules H, K, and L.

 

Staff reviewed all bids received and recommends awarding the contract based on the Bid Schedule for a total contract amount of $7,565,515 to All American Asphalt as the lowest responsive, responsible bidder.  All licenses and references for All American Asphalt have been reviewed and verified by City staff, and all other documentation is in order.

 

City staff will perform the Construction Management, and a Contract Consultant will perform the Inspection Services.  Construction is tentatively scheduled to commence in October 2021, with completion anticipated by March 2022.

 

FINANCIAL IMPACT:

The estimated construction costs for this project is outlined as follows:

With the approval of the recommended actions, funds will be transferred as follows:   $90,000 from the Advanced Traffic Management System Phase III/Master Plan Project (71800) in the Street and Traffic Signals Fund 211; and $243,420 from the Airport Facilities Improvements Project (69890) in the Airport Fund 275 to fund the Airport work to the Annual Street Pavement Rehabilitation Project (69210).  The project budget will be available using the following funding sources:

 

 

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15301(c) of the Guidelines for the California Environmental Quality Action (CEQA), which states that a project which consists of minor repairs and maintenance to existing facilities does not have a significant impact on the environment and is therefore exempt from CEQA. This action involves minor repairs, maintenance, and alteration of existing highways, streets, sidewalks, or similar features involving negligible or no expansion of use beyond that currently existing from the requirements of CEQA. A Notice of Exemption has been filed.
