EXECUTIVE SUMMARY:
City Council is receiving notification of the Contracted Emergency Potable Water Main Replacement and is requested to ratify the Maintenance/General Services Agreement with Augustine General Engineering, Inc. of Alta Loma, CA, in the amount of $758,218 to perform the emergency potable water main replacement on Cypress Point Drive and Oakland Hills Drive. A six-inch asbestos cement pipe for potable water on Cypress Point Drive and Oakland Hills Drive beginning at Brae Burn Drive has been prone to frequent breaks. The potable water main experienced a significant failure on July 24 & 25, 2022, causing a disruption in service. Due to frequent breaks and recent water main failure, the Utilities Department determined the waterline must be replaced due to the threat of imminent failure, high-risk fire area, and summer peak demands when the line is most susceptible to breaks. This item ratifies the emergency work underway to replace the waterline on Cypress Point Drive and Oakland Hills Drive.
RECOMMENDED ACTION:
Recommended action
That the:
a. City Council receive the Notification of Contracted Emergency Potable Water Main Replacement on Cypress Point Drive and Oakland Hills Drive.
b. City Council ratify the Maintenance/General Services Agreement with Augustine General Engineering, Inc. of Alta Loma, CA, in the amount of $758,218 to perform the emergency potable water main replacement on Cypress Point Drive and Oakland Hills Drive.
c. City Council authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with Augustine General Engineering, Inc. for a total contract amount of $758,218 to perform the emergency potable water main replacement on Cypress Point Drive and Oakland Hills Drive.
d. City Council authorize the City Manager, or his designee, to negotiate and execute non-substantive extensions, change orders and amendments up to $75,821 or 10% of the original contract amount as authorized in Corona Municipal Code Section 3.08.060(J).
e. City Council authorize Purchasing Agent to issue a purchase order with Augustine General Engineering, Inc. in the amount of $758,218
f. City Council authorize the creation of a new Capital Improvement Project titled “Cypress Point Drive and Oakland Hills Drive Potable Water Main Replacement.”
g. City Council authorize an appropriation in the amount of $884,039 from the Water Utility Fund (570) to the newly created Cypress Point Drive and Oakland Hills Drive Potable Water Main Replacement Project.
h. Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

BACKGROUND & HISTORY:
The Utilities Department (UD) operates and maintains approximately 849 miles of water pipeline (including service laterals), 24,319 system/control valves, and 8,776 fire hydrants. These pipelines and appurtenance vary in sizes from two-inch to thirty-six-inch mains throughout the City of Corona UD’s service area.
UD’s Infrastructure Division is responsible for the maintenance of these pipelines. UD’s horizontal infrastructure consists of pipelines that vary in size, type, and age. A significant portion of the potable water mains are comprised of asbestos cement pipe that was installed during the mid-1900’s. Asbestos cement pipe has a life expectancy of 50 to 70 years, but actual service life depends largely on pipe condition and working environment.
A failure of a water pipeline can put customers out of water for the duration of the time it takes to repair or replace the pipeline. Further, pipeline failures require the City to close sections of the road due to asphalt damage and UD is responsible for the repairs.
ANALYSIS:
The existing six-inch potable water main beginning from Brae Burn Drive on Cypress Point Drive and Oakland Hills Drive experienced another significant failure on July 24 & 25, 2022, causing a disruption in service. The waterline was installed in 1962 making it 60 years old and has reached its useful life expectancy. Department’s record shows that since 2015, the water main has experienced six breaks. This section of the water main was being considered for replacement in future years as it falls within the 50 to 70-year lifespan. In 2022, the line experienced two breaks.
As a precautionary measure, UD staff has collaborated with the Fire Department not to use fire hydrants at this section of the main to prevent breaks.
With the most recent failures and service interruption concerns, it was determined by the UD to move forward with the replacement of the main on Cypress Point Drive and Oakland Hills Drive in accordance with Corona Municipal Code (CMC) Section 3.08.140 (A) provisions.
Staff has evaluated the estimated construction cost with recently bid water main installation projects and finds the cost to be significantly lower.
The contractor will provide all labor, materials, paving, and necessary equipment to install approximately 1,630 linear feet of 6-inch C900 pipe with restrained joints, four (4) fire hydrants, and thirty (30) 1-inch water services on Cypress Point Drive and Oakland Hills Drive.
It is in the best interest of the City to complete the potable water main replacement on Cypress Point Drive and Oakland Hills Drive at this time and eliminate customer service interruption.

FINANCIAL IMPACT:
Approval of the recommended actions will result in an appropriation in the amount of $884,039 from the Water Utility Fund (570) to the newly created Cypress Point Drive and Oakland Hills Drive Potable Water Main Replacement Project. There is sufficient working capital for the recommended actions.
ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action involves repairs to existing infrastructure to maintain public health and safety and therefore is exempt from the requirements of CEQA. Therefore, no environmental analysis is required.
