EXECUTIVE SUMMARY:
This staff report asks the City Council to ratify a Maintenance/General Services Agreement in the amount of $240,432 to Augustine General Engineering Inc., for the emergency potable watermain replacement on the 2200 block of Del Mar Way. This 8-inch ductile iron pipe has experienced frequent failures. Five breaks occurred within a 200-foot section during February and March 2023. Due to the cost of continual repairs and the frequent failures resulting in service interruptions, the watermain must be replaced to eliminate water service outages, use of resources on a failing line, and disruptions to the neighborhood.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Receive the Notification of Contracted Emergency Potable Watermain Replacement on Del Mar Way.
b. Ratify the Maintenance/General Services Agreement with Augustine General Engineering Inc., of Alta Loma CA, in the amount of $240,432 to perform the emergency potable watermain replacement on Del Mar Way.
c. Authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with Augustine General Engineering Inc., in the amount of $240,432, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized in Corona Municipal Code Section 3.08.060(J), which is equivalent to 10% or $24,043.
d. Authorize an appropriation in the amount of $273,975 from Water Utility Fund 570 to the Del Mar Water Main Replacement Capital Improvement Project No. 71931.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:
The Utilities Department (UD) Underground Utilities Maintenance Division is responsible for operating and maintaining the City of Corona’s extensive network that is comprised of 849 miles of water pipeline (including service laterals), 24,319 system/control valves, and 8,776 fire hydrants.
The department recognizes that pipeline failures can lead to disruptions in water supply and require road closures for repairs, causing inconvenience to customers. The 2200 block of Del Mar Way in the Sierra Del Oro area has experienced several main failures in recent months with five breaks occurring within a 200-foot section area. The pipe is an 8-inch ductile iron pipe that was installed in 1988, making it approximately 35 years old. Ductile iron pipes have a service life of about 100 years; however, deterioration of the pipe and corrosion in the soil may have contributed to the failures. Due to the multiple main failures in this area, the Underground Utilities Maintenance Team recommended replacing 210 feet of the pipe.
ANALYSIS:
Based on the deterioration of the watermain line, the frequent water service interruptions, and to stop the cost of continual repairs, it was determined by UD to move forward with an emergency replacement of the 8-inch ductile iron pipe with an 8-inch polyvinyl chloride (PVC) pipe in Del Mar Way.
Augustine General Engineering Inc., one of the City’s on-call contractors that has demonstrated exceptional quality work in the past, initiated the preparative work for this project on April 11, 2023, and is expected to be in full operation by April 18, 2023 (at the time of writing this report). The contractor is to provide all labor, materials, concrete paving, and the necessary equipment to install 210 linear feet of 8-inch PVC pipe with restrained joints, two 2-inch water services, one 1-inch service, and one new watermain valve. The project aims to replace a known defective pipe section and install a new watermain valve required to minimize water service interruptions. The scope of work for the installation of the new watermain on Del Mar Way, in accordance with City Standards, includes the abandonment of the failing 8-inch ductile iron pipe.
FINANCIAL IMPACT:
Approval of the recommended actions will result in an appropriation in the amount of $273,975 from the Water Utility Fund 570 to the Del Mar Way Emergency Water Main Replacement Capital Improvement Project No. 71931. The appropriation request in the Water Utility Fund 570 will result in a potential loan from the Sewer Utility Fund 572 at fiscal-year end, if needed, based on actuals.
ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action involves repairs to existing infrastructure to maintain public health and safety and therefore is exempt from the requirements of CEQA. Therefore, no environmental analysis is required.
