EXECUTIVE SUMMARY:

This staff report asks the City Council to approve a contract with Mariposa Landscapes Inc. in the amount of $368,955 for landscape maintenance services contractually required as part of the Interstate 15/Cajalco Road Interchange Improvements Project, No. 56-1203.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Approve the Contract with Mariposa Landscapes Inc. for the Interstate 15/Cajalco Road Interchange Improvements Project, No. 56-1203, in the amount of $368,955.

 

b.                     Award Notice Inviting Bids 23-051AS to Mariposa Landscapes Inc. for landscape maintenance services for the Interstate 15/Cajalco Road Interchange Improvements Project, No. 56-1203, for the total bid amount of $368,955 and waive any and all minor irregularities in the bidding documents as submitted by said bidder.

 

c.                     Authorize the City Manager, or his designee, to execute the Contract with Mariposa Landscapes Inc. in the amount of $368,955, including any non-substantive extensions, change orders, purchase orders, and amendments up to 10% of the total contract cost or $36,896 as authorized by Corona Municipal Code Section 3.08.050(H).

BACKGROUND & HISTORY:

The Interstate 15/Cajalco Road Interchange Improvements Project (“Project”), No. 56-1203, was constructed to replace a substandard two-lane bridge with a standard six-lane bridge to eliminate traffic bottlenecks and reconfigure the on- and off-ramps to meet the projected traffic volumes anticipated in the year 2035. The Project is being funded by The New Home Company, the developer of the Bedford Community known as Arantine Hills (“Developer”). The City entered into a Development Agreement on May 19, 2016, with the Developer to fund all of the construction and construction support costs of the Project. The City acted as the Implementing Agency with Caltrans for the Project. The main portion of the Project was completed in 2020, but there remains the plant establishment maintenance obligations associated with the Project.

 

As a part of the Project, the City entered into a Landscape Maintenance Agreement (“LMA”) with Caltrans dated January 5, 2017. The LMA specifies the various maintenance responsibilities for the Project, which include the various landscaping, irrigation systems, and hardscape placed within the State Highway right-of-way on Interstate-15. The LMA is in effect for a total of six years after the completion of the Project, for an initial 3-year Plant Establishment Period and subsequent 3-year Landscape Maintenance Period. The Plant Establishment Period began on April 13, 2020, and was completed as of April 13, 2023, and was included in the original construction project through the contractor, Riverside Construction Company. The Landscape Maintenance Period began on April 14, 2023, and will last through April 14, 2026.

 

As the initial contract comes to a close, the City issued Notice Inviting Bids 23-011AS on December 1, 2022, for the remaining landscape maintenance requirements associated with the Project. Bids were due on January 17, 2023, and a total of five bids were received. The two lowest bidders were both disqualified because they did not hold the proper licenses at the time of the bid submittal. The third lowest bidder was significantly higher than the two lowest bidders, so all bids were rejected, and a new Notice Inviting Bids 23-051AS was issued.

 

ANALYSIS:

Notice Inviting Bids 23-051AS was posted on the City’s electronic bidding platform, PlanetBids, on March 2, 2023, and advertised in the Sentinel Weekly on March 3, 2023 in accordance with Corona Municipal Code and Public Contract Code requirements. Approximately 203 firms that provide landscape maintenance services were notified by PlanetABids of the bid opportunity, and 19 companies, including 6 bid services companies, accessed the bid and contract documents. A total of three bids were received by the due date and time of April 11, 2023, at 2:00 p.m.

Staff reviewed the bids and recommends awarding the contract to Mariposa Landscapes Inc. as the lowest responsive, responsible bidder based on the Bid Schedule for a total contract amount of $368,955. All licenses and references for Mariposa Landscapes Inc. have been reviewed and verified by City staff, and all other documentation is in order.

 

To prevent any lapse in maintenance, the City has worked with the existing contractor, Riverside Construction Company, to extend their maintenance until the new contractor is on board.

 

FINANCIAL IMPACT:

There is no financial impact for these actions. The Interstate 15/Cajalco Road Interchange Improvements Project, No. 56-1203, is funded through developer financing.

 

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section §15301 of the Guidelines for the California Environmental Quality Act (CEQA), which states that the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of CEQA determination and is therefore exempt from CEQA. This action involves awarding a contract to perform landscape maintenance for existing facilities. Therefore, no environmental analysis is required.
