EXECUTIVE SUMMARY:

This staff report asks the City Council to continue their discussion on possible revisions to the City’s Historic Preservation Ordinance (Corona Municipal Code Chapter 17.63), which was initially discussed at the City Council study session on April 19, 2023.  The City Council requested that the discussion on this topic be continued to a City Council meeting.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council discuss possible changes to the Historic Preservation Ordinance and direct staff to return to a future City Council study session with draft revisions.

BACKGROUND:

At the City Council study session on April 19, 2023, staff presented possible amendments to Chapter 17.63 of the Corona Municipal Code, which regulates Historic Resources.  The City Council started the discussion on the possible amendment to the current ordinance, but was not able to finish the discussion within the timeframe devoted for the study session.  Rather than wait for the next regularly scheduled study session in May, the Council requested that the topic be discussed at the next regularly scheduled City Council meeting.  The topics being discussed by the Council are labeled below.  

 

A.                     Expand the types of designated resource?

B.                     Establish a Historic Commission or Committee?

C.                     Establish architectural styles for infill/non-historic structures?

D.                     Change eligibility criteria for Preservation Agreements?

E.                     Expand Preservation Agreement program requirements?

 

The City Council was able to complete their discussion on topics A and B.  The meeting on May 3, 2023, is for the Council to finish their discussion on topics C, D and E and to provide final direction to staff.  Staff’s presentation from the study session on April 19, 2023, is attached as Exhibit 1.
