EXECUTIVE SUMMARY:

This staff report asks the City Council to award a Maintenance/General Services Agreement to All American Asphalt in the amount of $133,575.92 for the asphalt paving portion of the work of previously approved Contracted Emergency Potable Water Main Replacement on Cypress Point Drive and Oakland Hills Drive pursuant to Corona Municipal Code Section 3.08.140(A). Since the emergency replacement work has been completed, City staff bid the street restoration portion of work in accordance with Corona Municipal Code Section 3.08.110.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Award Notice of Inviting Bids 23-064CA to All American Asphalt, the lowest responsive, responsible bidder, for the total bid amount of $133,575.92 and waive any and all minor irregularities in the bidding documents as submitted by said bidder for asphalt restoration on Cypress Point Drive, Oakland Hills Drive and Brae Burn Drive.

 

b.                     Authorize an appropriation in the amount of $32,632.60 from the Water Utility Fund 570 to the Emergency Potable Water Main Replacement on Cypress Point Drive and Oakland Hills Drive Water Main Replacement Capital Improvement Project No. 77740.

 

c.                     Authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with All American Asphalt in the amount of $133,575.92 including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized by Corona Municipal Code Section 3.08.060(J) which is equivalent to 10% or $13,357.59.

 

d.                     Authorize the City Manager, or his designee, to issue a purchase order with All American Asphalt in the amount of $133,575.92.

 

That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

During its September 7, 2022, meeting, the City Council was notified of the emergency potable water main replacement on Cypress Point Drive and Oakland Hills Drive. As a result, the City Council approved a ratification to the Maintenance/General Services Agreement (MGSA) with Augustine General Engineering, Inc. of Alta Loma, CA in the amount of $758,218. The ratified scope of work included the replacement of a six-inch Asbestos Cement Pipe (ACP) on Cypress Point Drive, Oakland Hills Drive and a portion of Brae Burn Drive.  With the completion of the water main fix staff sought out bids to repave the street.

 

ANALYSIS:

On April 10, 2023, Notice of Inviting Bids (NIB-23-064CA) was solicited following City of Corona Municipal Code (CMC) Section 3.08.110, Non-public projects - formal bidding procedure and purchasing policy through the City’s PlanetBids bidding portal. A total of 66 firms were notified by PlanetBids of the bid opportunity with 27 firms downloading the bid documents.  Among the 27 downloads, 12 were accessed by contractors, 8 by sub-contractors/suppliers and 7 by Plan Room/bid service companies. A total of 5 bids were received from the following vendors by the May 9, 2023, deadline:

The project scope of work consists of grind and overlay of 2” asphalt of approximately 54,536 square feet of road surface on Cypress Point Drive and Oakland Hills Drive and 18,480 square feet of road surface on Brae Burn Drive. A breakdown of the All American Asphalt bid is provided below.

The Utilities Department is working with Riverside County regarding this project to negotiate a reimbursement agreement in the amount of $32,632.60 for paving a portion of Brae Burn Drive. Once an agreement has been reached, staff will come back to Council for approval of the agreement.

 

Staff recommends awarding a MGSA to All American Asphalt as the lowest responsive, responsible bidder to provide the asphalt restoration services. Project management/inspection services for this project will be performed by City staff.

 

FINANCIAL IMPACT:

Approval of the recommended actions will result in an additional appropriation in the amount of $32,632.60 from the Water Utility Fund 570 to Capital Improvement Project No. 77740 for the Cypress Point Drive and Oakland Hills Drive Potable Water Main Replacement Project for the repaving portion of the streets in the area.  The City expects a reimbursement in the amount of $32,632.60 from the County of Riverside (at a future date) in association with this project. Funds required for the remainder of the agreement, totaling $100,943.32, are currently available in the Capital Improvement Project No 77740 budget.

 

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action involves repairs to existing roadway infrastructure to restore asphalt surface and therefore is exempt from the requirements of CEQA. Therefore, no environmental analysis is required.
