EXECUTIVE SUMMARY:
This staff report requests the City Council to award Notice Inviting Bids No. 24-030AT to Sancon Technologies, Inc. for the Stagecoach and Smith & Rincon Lift Station Coating Project. The project is part of Operating & Maintenance Project No. 77650 for the Lift Station Wet Well Rehabilitation to ensure continued functionality and extend the useful life of these facilities. This project will include the removal of existing epoxy coating from the lift stations’ interior walls, followed by the application of new epoxy coating.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Award Notice Inviting Bids No. 24-030AT to Sancon Technologies, Inc., the lowest responsive, responsible bidder, for the total bid amount of $142,400 and waive all minor irregularities in the bidding documents as submitted by said bidder for the Stagecoach and Smith & Rincon Lift Station coating project.
b. Authorize an appropriation in the amount of $21,910 from the Sewer Utility Fund 572 to the Lift Station Wet Well Rehabilitation Operating and Maintenace Project No. 77650.
c. Authorize the City Manager, or his designee, to execute the Short Form Construction Contract with Sancon Technologies, Inc., in the amount of $142,400 including any purchase orders, non-substantive extensions, change orders, and amendments up to 10% of the contract amount or $14,240.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:
A wastewater lift station is a pumping station that moves wastewater from a lower elevation to a higher elevation. The City of Corona’s Utilities Department is responsible for maintaining 15 lift stations critical to the municipal wastewater management system. The Stagecoach Lift Station at 2220 Stagecoach Drive and the Smith & Rincon Lift Station at 1500 West Rincon Street, are essential components of the sewer collection system. The Smith & Rincon Lift Station pumps 1.86 million gallons of sewage per day and consists of a weir structure for flow measuring and a wet well for sewer detention and pumping. The Stagecoach Lift Station pumps .04 million gallons of sewage per day and has a wet well only. All three structures (1 weir structure, 2 wet wells) require rehabilitation.
Staff perform routine maintenance checks at all the City’s lift stations. The interior walls of these lift stations are constantly subjected to corrosive gases. During an inspection by facilities maintenance staff, the interior walls of each structure at the Stagecoach and Smith & Rincon sites were starting to show deterioration, requiring immediate attention. The rehabilitation plan includes stripping the existing epoxy coating and applying a new layer of coating with polyurethane epoxy to meet Standard Specifications for the Public Works Construction (SSPWC) - Greenbook 2021, Specification (502-5.3).
ANALYSIS:
On November 27, 2023, Notice of Inviting Bids (NIB) No. 24-030A was solicited following City of Corona Municipal Code (CMC) Section 3.08.110 Non-public projects - formal bidding procedure and purchasing policy through the City’s PlanetBids bidding portal. A total of 214 registered City of Corona prospective bidders and 700 external bidders were notified. On December 6, 2023, four contractors attended a mandatory job walk held at the project sites. The bid specification stipulated the use of SanCon 100 coating or approved equal products by other manufacturers. However, no submissions were received for alternate products. Therefore, one bid was received through the PlanetBids bidding service by the bid due date of January 22, 2024, from the following vendor:

The Project scope of work involves the removal of existing epoxy coating, surface preparation, installation of new epoxy coating and all related work. Contractor is responsible for providing dewatering services, cleaning of the wet well, sewer bypass and traffic control for the duration of project and testing.

City staff will serve as the Project Manager to uphold the contract documents while interacting directly with the Contractor, lead progress meetings, prepare and maintain project reports, oversee the schedule and budget, verify proper procedures, and ensure that turnaround times for document review and approval are followed. The Project Manager will also ensure the overall quality and delivery of the project. To ensure compliance with the plans and specifications, an inspector from one of the City’s on-call firms will be on-site on an as-needed basis for an estimated cost of $13,000. The estimated cost of project management by City staff is approximately $2,000.

City Staff recommends that City Council award the construction contract for NIB 24-030AT to Sancon Technologies, Inc., in the amount of $142,400 as the lowest responsive, responsible bidder for the Stagecoach and Smith & Rincon Lift Station Coating Project. All licenses and references for Sancon Technologies, Inc. have been reviewed and verified by City Staff, and all other required documentation is in order.
FINANCIAL IMPACT:
Approval of the recommended actions will result in an appropriation in the amount of $21,910 from the Sewer Utility Fund 572 to the Lift Station Wet Well Rehabilitation Operating and Maintenace Project No. 77650. There is sufficient working capital for the recommended actions.

ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action involves repairs to existing infrastructure to maintain public health and safety and therefore is exempt from the requirements of CEQA. Therefore, no environmental analysis is required.
