EXECUTIVE SUMMARY:
This staff report asks City Council to approve the Construction Contract with Augustine General Engineering, Inc. for the Liberty Avenue Waterline Replacement Project. The Liberty Avenue waterline has experienced failures in the last two years causing disruptions in service and flooding. This project will replace the waterline to help ensure water service redundancy for the customers in which it services.

RECOMMENDED ACTION:
Recommended action
That the City Council:

a. Adopt Plans and Specifications for the Liberty Avenue Waterline Replacement Project, Drawing No. 23-040U, Notice Inviting Bids 24-044CA.

b. Award Notice Inviting Bids 24-044CA to Augustine General Engineering, Inc., the lowest responsive, responsible bidder, for the total bid amount of $1,608,437, and waive all minor irregularities in the bidding documents as submitted by said bidder.

c. Authorize the City Manager, or his designee, to execute the Construction Contract with Augustine General Engineering, Inc., in the amount of $1,608,437, including any non-substantive extensions, change orders, purchase orders, and amendments up 10% or $160,843.70.

d. Authorize an appropriation in the amount of $258,540 from the Water Utility Fund 570 to the Liberty Avenue Waterline Replacement Capital Improvement Project No. UT-2023-05.

That the Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.
