EXECUTIVE SUMMARY:
This staff report asks the City Council to receive an update and provide input on the Utility Rate Study, specifically as it relates to the rate study policy objectives.
RECOMMENDED ACTION:
Recommended action
That the City Council receive an update and provide input on the Utility Rate Study policy objectives.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:
On April 3, 2024, City Council awarded a contract to Robert D. Niehaus, Inc. (RDN) to prepare a Utility Rate Study for the water, reclaimed water, sewer and bundled electric utilities. RDN and staff held a kickoff meeting on April 10, 2024, and staff immediately began the data collection process.
ANALYSIS:
As part of their proposal, RDN included several opportunities for City Council to provide input and feedback on the Utility Rate Study. For this session, RDN seeks to identify the City Council's top policy objectives for water/reclaimed water, sewer, and bundled electric. Before tonight's meeting, the City Council anonymously provided its top rankings to RDN. RDN will present the aggregated responses and the City Council will solidify the top priorities based on those survey results.
FINANCIAL IMPACT:
There is no financial impact associated with the recommended action.
