RECOMMENDED ACTION:
Recommended action
That the City Council:

1. Adopt Resolution No. 2017-109, authorizing submittal of application for all CalRecycle grants for which the City of Corona is eligible.

2. Approve the submittal of a grant application for all CalRecycle grants for which the City of Corona is eligible.

3. Authorize the Public Works Director, or his designee, to execute grant applications and documents for all CalRecycle grants for a period of five years.

ANALYSIS:
The California Department of Resources Recycling and Recovery (CalRecycle) offers the Rubberized Pavement (Pavement) Grant Program pursuant to Sections 42872, 42872.1, and 42873 of the Public Resources Code. The purpose of this grant is to promote markets for Rubberized Asphalt Concrete (RAC) products with crumb rubber derived from only California-generated waste tires. The program is designed to encourage first-time or limited users of rubberized pavement in two project types; RAC Hot-Mix and Rubberized Chip Seal.

The City of Corona, Public Works Department received notice of funding availability for the Rubberized Pavement Grant Program on July 24, 2017, from CalRecycle. Approximately $7,750,000 is available for Fiscal Year 2017-18 for this grant solicitation. In accordance with CalRecycle guidelines, the City of Corona is eligible to apply for approximately $291,705 for Fiscal Year 2017-18. Applicants that have been awarded pavement grants are not eligible to apply in the following fiscal year.
