City Council and Corona Utility Authority consideration of an appropriation to Capital Improvement Project entitled SCADA Panel Replacement and award an Exception to Bid to Center Electric for SCADA-related electrical services.

RECOMMENDED ACTION:
Recommended action
That the:

1. City Council appropriate $218,100 in the Water Utility Fund to the Capital Improvement Project (CIP) entitled SCADA Panel Replacement, CIP 6982.

2. City Council authorize an Exception to Bidding pursuant to Municipal Code Section 3.08.140 (E) to Center Electric of Riverside, CA in the amount of $250,000 for SCADA-related electrical services and authorize the General Manager to execute the Eighth Amendment with Center Electric with a total compensation amount of $425,000 for Fiscal Year 2017-18.

3. City Council authorize the General Manager and City Attorney to negotiate and execute any extensions and/or amendments to this agreement which are either non-substantive or otherwise in compliance with the City Council's actions hereunder, including the determination and implementation of any termination or mutually acceptable extensions to the Agreement.

4. City Council authorize the Purchasing Agent to issue purchase orders in accordance with the duly authorized and executed agreements, change orders, amendments and renewals.


5. Corona Utility Authority (CUA) review, ratify and to the extent necessary direct that the City Council take the above actions.
