RECOMMENDED ACTION:
Recommended action
That the City Council adopt Resolution No. 2018-013, authorizing the Public Works Director or designee to execute and file applications, funding agreements, revisions, if required, and all necessary supporting documents for the Low Carbon Transit Operations Program (LCTOP) with the California Department of Transportation.

Body
ANALYSIS:
The LCTOP provides operating and capital assistance for transit agencies to reduce greenhouse gas (GHG) emissions and improve mobility, with a priority of serving disadvantaged communities.

Senate Bill 862 (SB862) established the Transit Affordable Housing and Sustainable Communities Program, which appropriates proceeds to the Greenhouse Gas Reduction Fund for the LCTOP. These funds are distributed to eligible transit agencies based upon a specific formula. The City of Corona has been allocated $4,471 of LCTOP funds, plus an additional contribution of $174,805 from the Riverside County Transportation Commission.

Staff proposes to use these funds to offset the operating costs associated with the addition of Fixed Route bus services and a Free Fare Program. These programs will support the City's efforts to increase bus frequency, increase ridership, and to reduce GHG emissions.
