RECOMMENDED ACTION:
Recommended action
That the City Council:

1. Approve an amendment to the Maintenance Agreement for the maintenance of the shared traffic signals, highway safety lighting, and street lights, between the City and the County of Riverside.

2. Authorize the Public Works Director to execute the necessary documents to implement this agreement and subsequent amendments to this agreement.

ANALYSIS:
For nearly 40 years, the City of Corona and the County of Riverside have shared an agreement to cooperatively maintain traffic signals and the highway safety lighting at locations where both share jurisdictional responsibility. Over time, jurisdictional boundaries have changed, additional traffic signals and highway safety lighting have been constructed, and each time, the Maintenance Agreement has been amended through both City Council action and Administrative approvals, as previously authorized by City Council. At each location, a lead agency assumes the primary responsibility for operations and maintenance, sharing the total cost as a percentage of ownership. The lead agency bills the other agency for the appropriate proportion of ownership costs incurred. Billable costs include staff time, parts, labor, electricity, and other associated costs required to operate and maintain each traffic signal and highway safety lighting.
