Title
City Council consideration of acceptance and appropriation of a Service Agreement with Corona-Norco Unified School District (CNUSD), via the Proposition 47 Grant Program Safe Neighborhoods and Schools Fund, to fund a Community Service Officer within the Youth Diversion Program.

RECOMMENDED ACTION:
Recommended action
That the City Council:

1. Authorize the acceptance of Proposition 47 Grant Program funds from CNUSD in the amount of $79,000 per year for a three-year period, totaling $237,000 to the General Fund.

2. Authorize one Community Service Officer I position, Range 303-343, ($2,730 - $3,332) with three years of budget offset by the above-mentioned grant.

3. Authorize the Mayor to sign an agreement with the CNUSD identifying grant objectives and reimbursement of the Community Service Officer I for the three-year period.

4. Appropriate $38,435 from the unappropriated General Fund balance to be reimbursed from CNUSD, based on pro-rated needs for January 1, 2020 through June 30, 2020, and increase the General Fund revenue by this amount.

ANALYSIS:
In March 2019, the Corona-Norco Unified School District (CNUSD) applied for the 2019 Proposition (Prop) 47 Grant Program, offered by the California Board of State and Community Corrections. Prop 47 is a voter initiative that reduces from felonies to misdemeanors, certain low-level crimes and directs state savings to programs primarily focused on mental health, substance abuse disorder treatment and diversion programs for those in the criminal justice system. Voters also approved the bulk of the state savings for rehabilitative grants targeting Prop 47 individuals.
