City Council and Corona Utility Authority consideration of adopting the Plans and Specifications for the Water Reclamation Facility 1 Sludge Storage Project and award the bid, NIB 20-006CA, to Pacific Hydrotech Corporation.

RECOMMENDED ACTION:
Recommended action
That the:

1. City Council adopt the Plans and Specifications for the Water Reclamation Facility 1 Sludge Storage Project.

2. City Council award Notice Inviting Bids (NIB) 20-006CA titled Water Reclamation Facility 1 Sludge Storage Project to Pacific Hydrotech Corporation, the lowest responsive, responsible bidder for the total bid amount of $2,569,300, and waive any and all minor irregularities in the bidding document as submitted by said bidder.

3. City Council authorize the General Manager to execute a Contract with Pacific Hydrotech Corporation in the amount of $2,569,300 and approve necessary change orders and/or amendments up to 10% of the Contract amount.

4. City Council authorize the Purchasing Agent to issue a purchase order to Pacific Hydrotech Corporation in the amount of $2,569,300.

5. City Council authorize the General Manager and City Attorney to negotiate and execute any extensions and/or amendments which are either non-substantive or are otherwise in compliance with the City Council's actions hereunder.

6. City Council authorize a total appropriation of $1,591,569 to the WRF#1 Project 6831 from the following sources: $1,015,916 from 2013 Wastewater Revenue Bonds Fund 454 and $575,653 from Water Reclamation Utility Fund 572.

7. Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.
