City Council consideration of approval of award of Notice Inviting Bid ("NIB") 20-049HC for Santana Regional Park Playground Improvements Project.

RECOMMENDED ACTION:
Recommended action
That the City Council:

a. Adopt the Plans and Specifications for the Santana Regional Park Playground Improvements Project.

b. Award Notice Inviting Bid ("NIB") 20-049HC for the Santana Regional Park Playground Improvements Project to Jaynes Brothers Construction of Newbury Park, California, in the amount of $198,248.22.

c. Authorize the City Manager to execute a contract with Jaynes Brothers Construction in the amount of $198,248.22 and approve necessary change orders up to ten percent (10%) of the contract amount.

d. Authorize the Acting Public Works Director and City Attorney to negotiate and execute any amendments to this agreement which are either non-substantive or otherwise in compliance with the City Council's actions hereunder.

e. Authorize the Purchasing Manager to issue a purchase order to Jaynes Brothers Construction in the amount of $198,248.22, in accordance with duly authorized and executed agreements.

ANALYSIS:
In 2017 Community Facilities District (CFD) No. 2017-2 (Valencia/Seville) was created for the purpose of financing public facilities and services necessary for the development of Tract No. 37057 by the developer, VD Corona Kellogg, LLC. Tract No. 37057 consists of 92 single family detached homes located at the northeast corner of Santana Way and Kellogg Avenue. Based on the proximity of the new tract to Santana Park and potential for increased park activity, $400,000 was dedicated in the funding and acquisition agreement for the installation of an accessible playground at Santana Park to meet the increased demand.
