City Council consideration of the Interlocal Agreement concerning the distribution of the 2020 Justice Assistance Grant award and accepting and appropriating the 2020 Local Edward Byrne Memorial Justice Assistance Grant.

RECOMMENDED ACTION:
Recommended action
That the City Council:

a. Authorize the City Manager to sign and enter into an Interlocal Agreement Concerning Distribution of the 2020 Justice Assistance Grant Award.

b. Authorize the City Manager, City Attorney, and/or the Chief of Police to execute any required grant documents that are in compliance with the City Council's actions hereunder.

c. Accept the U.S. Department of Justice 2020 Local Edward Byrne Memorial Justice Assistance Grant in the amount of $14,401, with ten-percent (10%) of the award, or $1,441, to be allocated to the City of Riverside as the grant's Fiscal Agent, and three-percent (3%) of the remaining award (after the fiscal agent portion), or $389, designated for the National Incident-Based Reporting System (NIBRS).

d. Appropriate $12,960 from the U.S. Department of Justice Grant Fund 411 and increase the estimated revenue by the same amount to be received from the U.S. Department of Justice.

ANALYSIS:
In July 2020, the U.S. Department of Justice notified the City of Corona of its eligibility for a $14,401 award from the 2020 Local Edward Byrne Memorial Justice Assistance Grant (JAG) local formula grant. Local government award allocations are based on a jurisdiction's proportion of the state's 3-year violent crime average.
