RECOMMENDED ACTION:
Recommended action
That the City Council approve the 2021-2023 City of Corona Transit Service Title VI Program in accordance with Federal Transit Administration Circular 4702.1B.

ANALYSIS:
The CCTS has updated its 2021-2023 Title VI Program Report in compliance with Title 49 of the Code of Federal Regulations (CFR) Section 21.9(b), and the FTA, which require recipients to prepare and submit an FTA Title VI Program update once every three (3) years. The City Council last approved the Title VI program on August 2, 2018.
Title VI of the Civil Rights Act of 1964 provides that "no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance."
Pursuant to FTA Circular 4702.1B - Title VI Guidelines for FTA Recipients, the program report must include the following information:
1. A summary of public outreach and involvement activities undertaken since the last submission, and a description of steps taken to ensure that minority and low-income people had meaningful access to these activities.
2. A copy of the agency's plan for providing language assistance to persons with limited English proficiency, based on the Department of Transportation (DOT) Limited English Proficiency (LEP) Guidance.
3. CCTS compliant procedures and guidelines for filing Title VI complaints (Appendix A of the Title VI Program).
